Introduction

In the system of the Hungarian -Slovak relations the conclusion of the Agreement on cooperation in the fields of environmental protection and nature conservation between the Government of the Republic of Hungary and the Government of the Slovak Republic (signed in Bratislava on 12 February 1999 , entered into force on 27 May 1999) was a significant step towards the realisation of the objectives of the Basic Treaty between the Government of the Republic of Hungary and the Government of the Slovak Republic established on 19 March 1995 as well as in the development of relations in the fields of environmental protection and nature conservation.

The Agreement envisages joint activities mainly in the following fields:

  • general aspects of environmental policy,
  • environmental law and administration and related economic implications,
  • monitoring, assessment and overall analysis of the state of the environment,
  • assess to information on environment,
  • environmental education, training, awareness raising,
  • research, development,
  • environment and health,
  • climate protection,
  • environment and energy;
  • nature and landscape protection, development and maintenance,
  • protection of environmental media,
  • environmental safety,
  • waste management,
  • integrated regional environmental policy.

For the coordination of the implementation of the Agreement the Joint Committee on the cooperation in the fields of Environmental Protection and Nature Conservation was established which held its first meeting in Budapest on 31 May 1999.

The work of the Joint Committee is directed by Co-Chairmen. In the Joint Committee and its working organs beyond the environmental ministries other relevant sectors are also represented ( on Hungarian side: Ministry of Economy and Transport, Ministry of Interior (National Emergency Protection Directorate General), Ministry of Health, Social and Family Affairs (National Centre of Environmental Health), Ministry of Education, Hungarian Spatial- and Regional Development Authority.

In the framework of the Joint Committee nine expert groups and one consultative forum have been established in the following fields:
